As a Grant PI, there is typically no option to “Reject” a PPS request, see screenshot below:

First, need to “Assign to Myself” by selecting the “…” icon on the top of the page after selecting the number to go into the PPS. After assigning to myself, select the blue pulldown at the top of the page and you should have an option to “Reject”, see screenshot below:
