The FAA WeatherCams website (https://weathercams.faa.gov/) offers an extensive selection of public webcams spanning across America and Canada. The provided webcams are based out of airports, and thus are also paired with METAR data, as well as many other helpful data sets.
Provided below is an attached document which includes a list of links to FAA Weather webcams that meet the desired criteria for cloud ceiling height to be recognized by the ML algorithm.
